In the opening phase Finland received dozens of applications — reporting cited 24 early on, rising past 40 by late May 2026 — and Veikkaus, which will keep its monopoly on lotteries, scratch cards and physical gaming, is expected to compete for the new licences too. The risk sits in the gap. Between now and July 2027 there is no licensed private market, and marketing non-Veikkaus operators to Finns stays illegal. That is not theoretical: in June 2026 a district court convicted a streamer of a gambling crime for promoting offshore casinos to Finnish audiences, imposing day-fines of about €2,480 — and the court held that a conviction does not even require proof the promoter was paid.
